Finally I drilled the hole a little bit bigger and the surge went away but the idle was running just a little bit ruff not much . With that being said the tolerance in that hole is so small that it has to be perfect . I put the new one in and my generator runs perfect . My generator is 19 years old I run it four days straight to power my cabin multiple times during the hunting season and this is the first issue I have ever had with my generator.
